In this edition of Culpeper Uncovered: The Faces Behind the Storefront, we’re highlighting the women behind two of downtown Culpeper’s most beloved event venues The Refinery and SEVEN on Davis.
Joy Orr and Julie Dennis have created more than beautiful spaces. They’ve built gathering places where weddings are celebrated, milestones are honored, and community connections are strengthened all rooted in thoughtful hospitality and a clear vision.
From One Wedding Idea to a Thriving Venue
The story began in 2017 with a simple realization. After planning her own wedding, Joy recognized a need for affordable décor rentals for couples who didn’t want to purchase items they would only use once.
As Joy explains, “The original concept for the business was bred out of my own wedding and realizing the need for wedding items at a discounted rate.”
What began as a décor rental business quickly evolved. After moving into their current building, members of the community encouraged them to transform the space into a full event venue. They listened and in 2019, The Refinery officially opened its doors.
Growth followed with intention. The Refinery expanded to include overnight suites, offering couples and guests a seamless event experience. Later, they introduced SEVEN on Davis, a second, smaller venue designed for more intimate gatherings, celebrations, and special events.
Together, the two venues provide flexible options for weddings, rehearsal dinners, corporate events, showers, and community gatherings all within walking distance of Culpeper’s charming downtown district.


A Leadership Style Built on Balance
In 2020, Julie joined the business to help lead operations. Their partnership quickly became one of the company’s greatest strengths. They describe themselves as the “perfect blend of soft and stern” balancing warmth and hospitality with strong leadership and operational excellence.
Their goal is consistent across both venues: to create an environment where people feel comfortable, seen, and cared for. Whether hosting a large wedding at The Refinery or an intimate event at SEVEN on Davis, that commitment to excellence and genuine care shapes every detail.
Adapting Through Challenge
Shortly after officially opening as an event space, the pandemic brought the events industry to a standstill. Instead of stepping back, Joy and Julie leaned into creativity. They hosted movie nights, cocktail classes, photography sessions, and even opened their space for churches to meet when schools were closed. Their willingness to adapt kept the business moving forward and strengthened their ability to operate with resilience and flexibility lessons that continue to influence how they run their venues today.
Beyond Events: A Deeper Commitment
While The Refinery and SEVEN on Davis remain premier event destinations, Joy and Julie have also incorporated ministry-centered initiatives into their work. They now offer free pre-marital counseling for couples who book their venue and host community-focused events designed to foster connection and faith. It’s a reflection of their broader vision: not just hosting beautiful events, but helping build lasting relationships and meaningful community ties.
Rooted in Downtown Culpeper
Culpeper’s small-town charm made it the ideal home for their growing business. Beyond hosting events, Joy and Julie actively collaborate with other downtown businesses and value the strong shop-owner community that makes Culpeper unique. Their venues don’t just bring couples to town they also support florists, caterers, planners, photographers, and fellow small business owners throughout the region.

At the heart of their success is a strong business partnership. Joy and Julie regularly engage in what they call “rumbles” honest, judgment-free conversations where they work through ideas and challenges together. That commitment to communication and mutual growth has helped them build not only thriving venues, but also a sustainable and healthy leadership dynamic.
